SIDEWALK ALONG PIONEER STREET

The sidewalk along Pioneer St. fronting Robinsons is a mess. Actually, there is no sidewalk at all! Coming from EDSA, jeepneys are parked on the sidewalk, vendors use it as storage area and garbage bin, and it smells of pee. Besides that, the construction of Pioneer Woodlands has blocked off a portion of the sidewalk. The other portion is filled with sand and soil, which becomes muddy when it rains.

I would like to suggest that MMDA should remove the first U-turn Slot after the Araneta - Quezon avenue Underpass. The said U-turn slot causes traffic for vehicles coming from EDSA going to Welcome Rotonda and in effect negate the advantages of the new underpass.

The cause of bottleneck in Quezon avenue - España bound is the U-turn Slot in front of Caltex, Apo Street. Why? It has taken 2 lanes for U-turn-ing vehicles and leaving 1 - 1 1/2 lane for the motorists coming from Araneta avenue. This causes the major bottleneck in the area. And what worsens it are the people jaywalking in the U-turn Slot since the traffic is slow they use it to cross instead of using the footbridge.

KATIPUNAN - BLUE RIDGE FLYOVER: U-TURN SLOT

May I suggest that the U-turn Slot infront of Eastwood (Northbound) be moved under the Katipunan-Blue Ridge flyover. The cars coming out of Eastwood suddenly swerves to the left to make a U-turn while the cars (Southbound) making a U-turn suddenly swerves right to enter Eastwood. These U-turn Slots in turn casuse heavy traffic during peak hours as far as Ortigas flyover (Northbound) and Katipunan Flyover (Southbound). Not to mention that these areas are prone to accident due to the swerving of the vehicles trying to access the U-turn Slots and entrance of Eastwood.


The previous Chairman of MMDA already closed these U-turn Slots and was proven successful in addressing the traffic build up in the area, only to be opened again with the change in leadership at MMDA.

Araw-araw na lang po namin kalbaryo ang trapik sa lugar na ito na kadalasan nagsisimula sa Ortigas-Libis flyover. Wala na po ba pag-asa malunasan o mabawasan man lang ang trapik sa lugar na ito lalo na po pag Biyernes? Ang madalas po namin nakikita ay ang mga jeepney na halos gawing terminal ang tapat ng Citibank papasok ng Eastwood. Ngunit sa tingin ko po ang pinakadahilan ng trapik ay ang mga lumalabas galing Eastwood sa harap ng Citibank at pipiliting makatawid ng 3 lane para makapag-U turn going to C5 at ganun din po sa U-turn from Boni Serrano/White Plains going to Eastwood via Orchard road.

Suggestion lang po sana ay gawing one-way going in to Eastwood ang kalsada sa harap ng Citibank at gawing one way out of Eastwood ang Orchard road sa tabi ng Eastwood Police Station para maiwasan ang mga sasakyan na tumatawid galing Eastwood para mag-U turn at maging mga sasakyan na galing ng U-turn at pipilitin makatawid para makapasok ng Eastwood via Orchard road.

Buses and private cars traversing Mindanao avenue going left to Commonwealth avenue use all available lanes, which in effect block the vehicles going right to Novaliches proper. So, when the traffic is on red signal, vehicles going to Novaliches proper are also not moving since buses block the rightmost lane. I'm suggesting to put a sign "RIGHT TURN ONLY".

RECKLESS DRIVING

REPORT: At about 3:15 pm today whilst my wife Ma. Theresa, her officemate Chona Ong and I (driver) were traversing the innermost lane (lane 5) of EDSA, along the MRT-Magallanes area, northbound, onboard our vehicle, a white KIA Sportage with plate no. YGH 864, a Light Blue AUV (very similar in appearance to an MMDA service vehicle), with body number RV 02, and body markings DSWD – MMDA Street Dweller Management (? not so sure about the word management), without a plate number in lieu of which it had a “LOST PLATE SS 155” tail plate, cut thru our said vehicle almost hitting its right fender.


As the flow of traffic was quite heavy, I had the chance to shout at the said errant driver to call his attention but instead of apologizing, the said errant driver proceeded to hog the lane until he saw an opportunity to swerve to lane 4 (outer lane) but not without almost hitting a taxi. Not satisfied, said errant driver again cut thru lane 5 and almost hit the right side of our vehicle as we were already positioned on the said lane. This caused our vehicle to almost hit the perimeter wall of the MRT had I not been able to step on my brakes soon enough. Infuriated, I gave a long hard honk and was about to give chase but undisciplined and without regard for traffic safety, the said errant driver of the AUV-subject of this complaint, snaked thru heavy traffic, swerving to the outermost lane of EDSA approaching the corner of Pasay Road. We lost sight of the errant driver as we were now on opposite ends until we spotted him and his male companion whilst we were approaching the EDSA-Pasay Road tunnel and them, on the other side above the said tunnel by the bus lane. Said errant driver was a male, wearing sunglasses and a dark-printed plaid sleeved-shirt.


My wife dialed 136 (MMDA Hotline) immediately after coming out of the tunnel and queuing for a left turn to Ayala Ave. which gave us the opportunity to speak with an MMDA personnel who only gave his coded name “Bravo 7”. Said person heard my verbal account but sadly could only refer me to several phone numbers as apparently he was not the right person (traffic management) daw to take such an incident. Well the numbers he gave were those of the Planning and Flood control units of the MMDA! It would be noteworthy to add that I only had my mobile phone to report the incident with and two hands to steer the vehicle, and to be given incorrect contact numbers in the agency is too much. Ano pa po kaya ang use ng 136 MMDA Hotline?

Complaint: Please, station traffic enforcers around at night to apprehend/inform jeepneys to turn on their headlights. Ang dami ang naka-off. Akala siguro nila "OK lang, nakakakita naman ako", ang problema, hindi sila nakikita. Check Buendia between EDSA and Roxas Blvd., SLEX service roads, Taft avenue, etc. Also, karamihan ng trailers are without complete and functioning tail lights. 

Actions: A memorandum has been sent to the Traffic Discipline Office for appropriate action.

Why not station people on the footbridges or instead of outposts under the bridges. Build mini outposts on the footbr4idges as well. If privatization will toll the footbridges to use it then it is not good for those who simply cannot afford another expense just to use footbridges which are supposed to be free and for the people.

Suggestion to widen sidewalk along EDSA Shrine in Ortigas

SUGGESTION TO WIDEN SIDEWALK ALONG EDSA SHRINE

SUGGESTION: I'd just like to suggest improvement in easing the traffic flow from Ortigas Avenue corner EDSA heading east. The vehicle traffic usually piles up at the EDSA intersection even during normal hours. My suggestions are;


1) Lengthen the time intervals of the traffic stoplights. You can install a timer like that used in the Ayala-Mckinley-EDSA interchange.
2) One of the bottlenecks is the Robinson's Galleria bus stop section. There, Ortigas Avenue becomes a one-lane avenue.

I suggest MMDA taper/cut that triangular island situated along EDSA turning towards Ortigas section to widen Ortigas Avenue. (Or better still, do away with the triangular island altogether). And taper/cut the sidewalk of the EDSA Shrine along Ortigas Avenue to make for a wider Ortigas Avenue. That way, Ortigas Avenue beside Galleria is aligned with the POEA side of Ortigas.

 

Please do ocular inspection to validate my suggestions before executing the recommendation.

Alleged extortion of two traffic enforcers

As per TDO memo dated 8 October 2012, the issues to be resolved are;

(1) Is there a traffic violation of the driver? The answer is YES, THERE WAS. Based on Memorandum Circular No. 03 series of 2011, "Without prejudice to the applicable LTO rules on the matter the last digit of the unexpired and valid conduction stickers issued by LTO to newly acquired vehicle shall be considered in the implementation of UVVRP.

(2) Is the apprehension proper? The answer is NO. Proper apprehension should be issued the violation ticket and the driver have to pay the fine at Metrobank or at the MMDA Redemption Center. Instead of issuing the violation ticket, the respondents demanded money after they have threatened the driver that his Driver's Licence will be confiscated and has to pay Php1,500.00 in which the driver yielded to avoid the hassle.

It was finally agreed to refer the complaint to the Legal Service upon submission of notarizd complaint. However, for failure of the complainant to submit the notarized complaint which he promised within the period of one week, instead of the usual 72 hours, apparently, after knowing that Mamaril was already terminated from his job, this office respectfully recommend that the herein complaint be dismissed for lack of interest of the complainant to prosecute the respondents.

[4 OCTOBER 2012]
After the hearing yesterday, the Traffic Discipline Office has requested the complainant to submit a notarized statement against the MMDA enforcer to the technical committee. The case will be submitted to legal proceedings hereafter.

[28 SEPTEMBER 2012] The case is set for hearing on Wednesday, October 03, 2012 at 10:00 AM, before the Technical Committee on Complaints, Traffic Discipline Office, Metropolitan Manila Development Authority, 3rd Floor, MMDA Building, EDSA corner Orense St. Guadalupe, Makati City.
